What we do?

The key mandates of the Ministry of Economy are: Developing national socio-economic policies, strategies and development plans. Coordinating all the plans, policies and strategies in the country; Monitor and evaluate all the economic activities in the country; Reporting the implementation status of the development projects to the cabinet and other relevant agencies; Appraise and prioritizing all the proposed development projects in the country; Issuing licenses to the NGOs; Monitoring and leading the NGOs activities. 

Based on the above mentioned mandates, MoEc was coordinating, monitoring and reporting the implantation status of the MDGs in Afghanistan. The Ten Year Progress Report of MDGs has been developed by the MoEc. The report evaluated the track record of Afghanistan vis-à-vis achievements on the planned indicators. The findings of the report, showed that education and health sectors for the most part are in the first category of goals achieved. The MDGs of gender equality, environment, communication, and cooperation for development fall in the second category of progress within a longer time frame. The significant lags in the third category groups the MDGs of reducing poverty, women’s political participation and literacy rate, access to safe drinking water and sanitation, slum dwelling, as well as resource allocation. These areas required policy reassessment and strategic adjustment. 

In this context, the Government of Islamic Republic of Afghanistan (GoIRA) is deeply committed to attaining the SDGs. With the council of minister’s decision of 7th October 2015, the Ministry of Economy (MoEc) has been designated as the lead ministry and focal point for SDGs and assigned to take lead in coordinating, planning, monitoring and reporting on SDGs for the GOIRA. Besides that, Ministry of economy had the lead on the MDGs implementation in Afghanistan as well. Following are some key mandate of MoEC besides leading the SDGs agenda in country level:

  • Development of National Economic policy, plans and strategies. 
  • Coordination and alignment of all development policies, plan and strategies of the GIRoA institutions with the national development policy. 
  • Monitoring & Evaluation of all economic plans, policies and strategies in the country level. 
  • Appraising and prioritizing of all proposed development projects in the country level. 
  • Leading and managing PDPs in the provincial level and organizing all the PDCs with the governor office in the provinces. 
  • Poverty analysis in the country level with the technical support of WB. 

To finalize the nationalization process of SDGs in Afghanistan, ministry of economy took to initiative to established a national level coordination committee, where the committee is chaired by H.E. Minister of Economy or H.E. Deputy Minister. 

Considering the line ministries and budgetary entities who are the main implementer of the SDGs in Afghanistan are the member of the committees. To make the coordination committee more effective all the participants are in minister and deputy minster level. 

The main area of the coordination committee is to focus on the finalization of the nationalized targets and indicators of SDGs, although the national coordination committee meets in technical level as well, to discuss the nationalized data in details and identify the areas which are not applicable in the context of Afghanistan.

To identify the nationalized data, the committee have taken into consideration the following aspect of the data, Gender, Budget and data availability. 

Moving on, as mentioned above the Technical Coordination Committee are mainly comprised of policy directors and the technical staff who are closely engaged in the process of policy development in their respective line ministries. 

Technical coordination committee mostly focuses on detailing nationalized data where the implication aspect of the data and the other unforeseen challenges in the implementation phase will be taken into consideration.

Considering the mechanism which has been put in place by MoEC, the SDGs Secretariat and UNDP Project management team supports the technical coordination committee where all the meetings are chaired by the GDP&RBM leadership.
